International Service Updates

General European Road Services – Strike and work-to-rule action by French customs workers has been affecting truck traffic through the Eurotunnel/Calais and area as well as Dunkirk. Delays to mail and courier transported on these routes should be expected. Ongoing (issue start date: 05/12/18 – updated 29/03/19)

General Scandinavia – Flights suspended due to SAS pilot strike: On April 26th, Posten Norge AS indicated that a strike by SAS pilots, which has begun in Norway, Sweden and Denmark, will have a severe impact on outbound and inbound shipments. Delivery delays are expected as at least 315 flights have been cancelled so far. Ongoing (issue start date: 26/04/19)

Australia – Flooding affects ground transportation: flooding caused by Tropical Cyclone Trevor has affected ground transportation across Cape York Peninsula in Queensland. Strong winds have resulted in power outages and fallen trees in the affected area. Cyclone Trevor has strengthened to a Category 3 and is currently moving west/southwest. Ongoing (issue start date: 19/03/19)

Austria – We have been informed that local weather bulletins are recording orange weather warnings in most parts of Austria with 80-100cm of snow and 80kpm wind over the next few days. Expected delays to mail processing/delivery are 2-3 days. Ongoing (issue start date: 08/01/19)

Bangladesh – Bangladesh Customs have witnessed an increase in the number of wrongly declared shipments. This has led the Bangladesh Customs to scrutinise each and every shipment, which is causing delays in the release of all shipments including mail. Ongoing (issue start date: 03/01/17)

Belgium – Air traffic controllers and workers continue to strike: Skeyes air traffic controllers represented by the ACV union have resumed their strike until 2:00 p.m. local time on Mach 25th. Flight disruptions expected at Brussels Airport. Further negotiations are planned on Tuesday, March 26th. Additionally, airport workers are to enter a nationwide strike on April 6th at airports throughout Belgium. Ongoing (issue start date: 25/03/19 – updated 05/04/19)

Bolivia – Mail Services via LPB Airport have been put on hold until further notice. Ongoing (issue start date: 08/10/18 – updated 07/01/19)

Brazil – Brazilian Customs have gone on a partial strike. This means that clearance will only be made on Mondays and Fridays until the strike is ended. Please also note that the following with regards to delays in postal customs clearance. Ongoing (issue start date: 07/11/17 – updated 14/08/18)

  • Currently receiving 300,000 parcels per day
  • Upon arrival in Brazil all mail is sent to Curitiba for inspection and duty and tax assessment
  • Once duties and taxes are paid items can take 10 to 40 business days to deliver
  • 30% of items are abandoned for non-payment of duties

Brazil – A strike is planned for the 10th January – the extent of the strike action is not yet known. Ongoing (issue start date: 10/01/19)

Brazil – Severe flooding affects road traffic: extensive flooding following heavy rainfall since April 8 has affected road traffic in the wider city area of Rio de Janeiro, Brazil. Landslides and floods have resulted in road closures and infrastructural damages. Rescue operations are underway. Ongoing (issue start date: 08/04/19)

Canada – Severe snow and sub-zero temperatures have resulted in flight delays and cancellations. Mail arriving into Canada will experience delays until conditions improve.

UPDATE: Severe snow and cold temperatures continue to affect Ontario and Quebec regions with flight delays and cancellations in & out of Toronto & Montreal. Icy Road conditions are affecting road services to various regions out of Toronto. Mail deliveries were suspended on Wednesday 6th February in the Greater Toronto Area and Southern Ontario due to the severe weather conditions. Mail services into the above regions will continue to experience delays until conditions improve.

Chile – CorreosChile have informed of generic capacity concerns at customs due to increasing international volumes. Items can be queued up to 20 working days before being processed by Chilean customs. Ongoing (issue start date: 18/05/18)

China – Postal services suspended in Qingdao: On April 22, China Post indicated that it will suspend express mail postal services in Qingdao from April 21st to April 25th due to a major celebration. Furthermore, shipping delays for incoming and outgoing mail items are likely due to heightened security measures. Ongoing (issue start date: 21/05/19)

China – China Post have informed us that owing to unprecedented volumes of parcels imported into Shanghai and Guangzhou, there are currently a number of issues with China Customs, resulting in large backlogs in their facilities. These problems are compounded by the high delivery volume within China, resulting in delays in mail delivery. Ongoing (issue start date: 14/07/16)

China – Flash flooding causes road disruptions: flash flooding following heavy rainfall in Shenzhen, China, have caused road traffic disruption, particularly in Futian and Luohu districts. Multiple roads have been closed in the affected areas. Ongoing (issue start date: 11/04/19)

Colombia – Flooding disrupts road traffic in Bogota: disruptive flooding due to heavy rain is affecting multiple neighbourhoods in southern Bogota. According to reports, the following areas are experiencing particularly high levels of water: Usaquén, Chapinero, San Cristóbal and Ciudad Bolívar. This is likely to affect ground transportation and cause delivery delays in the affected areas. Ongoing (issue start date: 16/04/19)

Ecuador – UIO /Mariscal Sucre International Airport Ecuador is currently embargoed due to high baggage/cargo loads. Ongoing (issue start date: 07/01/19)

Eritrea – We have been informed that due to the domestic situation in the country, all mail services to this destination remain suspended. Ongoing (issue start date: 08/10/18)

Finland – On February 18, media sources reported that a group representing air traffic controllers plans to impose a one-week lockout at eight Finnish airports on February 23. Further lockouts are also planned for March 4th and March 11th. Flight disruptions are likely to occur. Ongoing (issue start date: 23/02/19)

Finland – There is a strike at the international sorting centre in Helsinki. This will affect mail volumes to and from Finland and delays can be expected. Ongoing (issue start date: 11/03/19)

France – Air traffic controllers plan to strike: airport operations are likely to be disrupted by an air traffic controllers’ strike as a part of a nationwide multi-union strike throughout France. A work stoppage is planned from 8 p.m. on March 18th until 8 a.m. on March 20th. Ongoing (issue start date: 17/11/18 – updated 18/03/19)

Germany – Strike action has been announced for the 10th and 15th January – delays may be experienced.

UPDATE: Further strike action by the Verdi union has been announced for the 4-5th and 7th-8th of February. The strike action is for airport ground handling staff and Hamburg and Dusseldorf airports with flight delays and cancellations expected. Delays may be experienced. Ongoing (issue start date: 10/01/19 – updated 04/02/19)

India – Strike disrupts transportation services. A strike of two million government employees across Uttar Pradesh State, India, has been affecting road traffic and airports operations. The strike action is expected to run from 5th to 12th February.

UPDATE: Further strike action has been announced affecting 10,000 workers of the Airports Authority of India. They will begin an indefinite strike against the privatisation of airports on February 20th. The strike is expected to have an impact on airport operations in multiple states. Ongoing (issue start date: 05/02/19 – updated 20/02/19)

India – Significant flight disruption reported: multiple airlines have cancelled services to India due to heightened tensions with Pakistan and an associated airspace closure in Pakistan, including Qatar Airways and Air Canada. Thai Airways suspended all flights departing to and from Bangkok (Suvarnabhumi Airport) to multiple European airports until February 28th. Ongoing (issue start date: 27/02/19)

Indonesia – Disruption reported due to flooding: On March 18th, media sources reported that flash flooding and landslides have caused significant disruptions in several Indonesian provinces, including Papua, Jayapura, Java and Flores. Several roads have been blocked by fallen trees, standing water and debris in the affected areas. delays may be experienced. Ongoing (issue start date: 28/09/18 – updated 18/03/19)

Iraq – Due to political developments in northern Iraq the government has issued an embargo on flights into the region. It is expected that no deliveries will be possible until the situation is resolved. Ongoing (issue start date: 02/11/17)

Israel– Israel is celebrating Passover from Tuesday 23rd April to Friday 26th April. As a result, no deliveries are taking place on these dates. Normal service will resume back on Sunday 28th April. Ongoing (issue start date: 23/04/19)

Japan – Japan is strengthening their customs inspection of inbound mail as part of counter-terrorism measures. Therefore, Japan Post is reminding mail senders that all items containing goods are accompanied by the required documents and must not contain any hazardous or prohibited goods. Please attach a customs declaration form and any relevant documentation to postal items containing goods, and provide accurate information on the contents for customs declaration. – this must be completed in Japanese, English or French only. Failure to comply with these rules could lead to delays or the destruction/return of mail items sent to Japan. Ongoing (issue start date: 29/03/16)

Libya – All mail services to Libya are currently suspended. Ongoing (issue start date: 16/07/14)

Mexico – Security measures are currently causing border delays – significant traffic delays have been reported this week at the San Diego-Tijuana border crossing in Mexico. This was likely due to heightened security measures and lane restrictions in anticipation of the arrival of the migrant caravan in Tijuana. Ongoing (issue start date: 19/11/18)

Saudi Arabia – Please be aware that the local customs systems in Saudi Arabia are currently experiencing intermittent problems causing clearance delays. Ongoing (issue start date: 15/11/18)

Saudi Arabia – Saudi Post wishes to inform that effective 1st January 2018, a value-added tax (VAT) of 5% will be applied to the total value of each individual item/waybill entering the Kingdom of Saudi Arabia, to be paid by the consignee. This includes, without exception, all commodities being sent to Saudi Arabia, regardless of their purpose. It is therefore essential that each shipment provide clear and precise commodity details, including the name of the product/commodity and the total value under each item/waybill (preferably in USD). Ongoing (issue start date: 01/01/18)

Saudi Arabia – It has been advised that, with immediate effect, Saudi Arabian Customs has introduced some changes for all Non-Document shipments sent to Saudi Arabia. All B2C shipments that contain materials other than documents/printed matter will require the Consignee’s ID number. Where this is not provided, the parcel may be delayed in clearing customs until the ID number is obtained from the consignee. All B2B shipments of non-document materials will require a Commercial Registration Form from the consignee. This will be requested from the consignee when arriving in the country and upon receipt of the form, the parcel can be cleared through customs. Ongoing (issue start date: 15/04/16)

Serbia – Strike affects postal services: we have been informed that employees of Post of Serbia have been on strike since March 22nd at the main postal centers in Beograd, Novi Sad and Nis, among other locations. The strike has reportedly caused shipment delays. Ongoing (issue start date: 22/03/19)

Somalia – All mail services to Somalia are currently suspended. Ongoing (issue start date: 30/11/91)

South Africa – We have been advised that shipments requiring formal Customs Clearance into South Africa could face delays. This is due to an industrial action over wage negotiations that started on 28th March. This action is also likely to result in backlogs of shipments and processing once normal work resumes. At the moment we have no news on the duration of this action but will keep you informed. Ongoing (issue start date: 28/03/19)

South Africa – With immediate effect that additional customs inspections have been implemented on all shipments to South Africa. Therefore, any shipments that are subject to inspection may experience further delays. Ongoing (issue start date: 05/10/17)

South Korea – Due to a backlog at the sorting centre in South Korea, there are currently delays to mail processing. Expectations are that delays will remain until the end of the Lunar New Year (the 5th of February). Ongoing (issue start date: 16/01/19)

Spain – Trade Unions in Spain have called for a general strike on Friday 8th March until Saturday 9th March. Correos, the Spanish postal operator has advised that disruptions lasting several days could result as backlogs resulting from the strike are cleared. Ongoing (issue start date: 08/03/19)

Syria – We have been informed that due to the domestic situation in the country, all mail services to this destination remain suspended. Ongoing (issue start date: 08/10/18)

Switzerland – Swiss Post (CH) would like to inform all IPC members that heavy snowfalls have affected delivery in the Alps region of Canton Graubünden in the Eastern part of Switzerland. The weather has now stabilized and mail services resumed on 17 January, with the exceptions of a few homes that remain isolated. Previously impacted postcode areas were 72xx, 73xx, 75xx, 76xx and 77xx due to roads closures. Please note a few days may be required to clear any backlog, hence may still observe some delays through to the weekend. Ongoing (issue start date: 14/01/19)

Tanzania – All mail/cargo going to DAR is embargoed until further notice. Ongoing (issue start date: 30/04/18)

Thailand – Thailand Post wishes to inform other member countries and their designated operators that owing to Tropical Storm Pabuk, which hit southern Thailand on Friday, 4th January 2019, causing flash floods in Nakhon Si Thammarat Province, the delivery of letter post, parcels and EMS items has been affected in postcode areas 80000–80999. Thailand Post thanks all Union member countries and their designated operators for their understanding and will update them once the situation returns to normal. Ongoing (issue start date: 04/01/19)

Turkey – The main airport in Istanbul is currently transitioning to a new facility. Due to this, delays in mail processing are likely to occur. Updates will be provided as soon as they become available. Ongoing (issue start date: 04/04/19)

Ukraine – Delivery of mail for the Crimea and Sevastopol (postal codes 95000 – 99999) regions remains suspended. Ongoing (issue start date: 18/03/14)

Ukraine – The postal operator of Ukraine, the State Enterprise of Special Post, asks us to inform that it is currently dealing with a backlog of mail. This follows the recent embargo on cargo and mail imports at Boryspil International Airport (KBP) and the significant increase in volumes of incoming international mail following the lifting of that embargo. Delays are likely to be experienced. Ongoing (issue start date: 14/01/19)

Uruguay – Uruguayan Post asks us to inform other Union member countries and their designated operators that they are experiencing delays in their services due to union strike. Additional information will be provided when it becomes available. Ongoing (issue start date: 11/02/19)

USA – General note – Due to severe weather conditions in USA and subsequent flight cancellations, there might be delays in clearing the mail backlog. Please expect 24-48 hours delays on Shipments to USA. Ongoing (issue start date: 28/12/18 – updated 21/02/19)

Yemen – All mail services to Yemen have now been suspended. Ongoing (issue start date: 27/03/15)

Zimbabwe – Zimbabwe Posts wishes to inform other Union member countries and their designated operators that parts of Zimbabwe have been affected by Cyclone Idai, which hit the country on Friday, 15th March 2019. The cyclone caused serious damage to bridges and the road network in parts of Manicaland. The collection and delivery of letter post, parcels and EMS items has been affected in Chimanimani, Chipinge, Biriiri, Birchenough, Nyanga, Nyazura, and Rusitu areas.
