International Service Updates

General – During the Eid celebrations between 25th and 30th June, there will be no deliveries to the following countries; Bahrain, Bangladesh, Egypt, Ethiopia, Iran, Iraq, Jordan, Kuwait, Libya, Morocco, Oman, Pakistan, Palestine, Qatar, Saudi Arabia, Sudan, Syria, Tunisia, United Arab Emirates, Yemen. Ongoing (issue start date: 25/06/17)

General – A large scale ransom-ware cyber attack is hitting companies in multiple sectors in countries across the world. Logistics providers, courier agents and mail/parcel delivery companies are among those affected. This may cause delays. Ongoing (issue start date: 27/06/17)

Argentina – From June 1st to August 31st, the Teniente General Benjamín Matienzo International Airport (TUC) in Tucumán will be closed because of scheduled maintenance works. Flights to and from the airport will be diverted to airports such as Termas de Río Hondo Airport in Santiago del Estero. Ongoing (issue start date: 01/06/17)

Australia – Australia Post reports on expected delivery delays for some Express Post parcels in Victoria, New South Wales and Tasmania due to technical aircraft issues. Ongoing (issue start date: 20/06/17)

Austria – Severe thunderstorms with heavy rain and hail have hit Austria since June 21, causing power outages, flooding, mudslides and traffic disruptions. At present, the districts of Deutschlandsberg, Leibnitz, Südoststeiermark, Hartberg-Fürstenfeld, Graz-Surroundings and Liezen in Styria as well as the Gail- and Mölltal, Villach-Land, Völkermarkt and the Lavanttal in Carinthia are particularly affected. Ongoing (issue start date: 21/06/17)

Bangladesh – Recently, Bangladesh Customs have witnessed an increase in the number of wrongly declared shipments. This has led the Bangladesh Customs to scrutinise each and every shipment, which is causing delays in the release of all shipments including mail. Ongoing (issue start date: 03/01/17)

Bangladesh – Heavy rains triggered severe flooding and a series of landslides in southeast Bangladesh, causing considerable damage to infrastructure. The districts of Rangamati and Bandarban as well as the port city of Chittagong are particularly affected. Ongoing (issue start date: 13/06/17)

Belgium – On Thursday 15th June Brussels Airport suffered a power failure. The airport operations were fully back to normal in the afternoon, however there are likely to be residual delays in the processing of inbound and outbound letters and parcels. Ongoing (issue start date: 15/06/17)

Brazil – Brazil’s main trade unions have announced a general strike for 28th April. The transport and logistic union CNTTL-CUT, also representing the aviation sector, ports and public transport, has called on its members to participate as well.

UPDATE: Currently about 14% of the Correios (Brazilian Postal Service) workforce is affected and specific states are experiencing backlogs in the delivery of mail and parcels. More widespread action looks likely with several trade unions calling for a national general strike from 30th June 2017 . Ongoing (issue start date: 28/04/17 – updated 26/06/17)

Bulgaria – Bulgarian post was experiencing IT difficulties on 29th June, affecting the processing of inbound and outbound international items and tracking events availability. These have now been resolved and all services are back to normal. Ongoing (issue start date: 30/06/17)

Canada – Canada Post informs about expected mail delivery and pickup disruptions between 27th June and 4th July in Ottawa due to extended road closures for the Canada 150 celebrations. Ongoing (issue start date: 27/06/17)

Canada – Canada Post informs that due to the increasing volume of letter items and mail backlog at the office of exchange, delivery services of letter post items to Eastern Canada (Postcodes: A, B, C, E, G, H, J, K, L, M, N, P and R) and Western Canada (Postcodes: S, T, V, X and Y) are subject to delay. Ongoing (issue start date: 25/04/17)

Canada – Canada Post reports on current weather-related delivery disruptions: suspension of mail delivery in the entire province of Quebec, Newfoundland and Labrador (Gander); also delivery disruptions at New Brunswick (Edmunston).

UPDATE: Besides Québec, flooding has also affected the provinces of Ontario, New Brunswick, and British Columbia. Canada Post reports on mail delivery disruptions in the following areas: New Brunswick: regions of Fredericton, Gagetown, Browns Flat Ontario: regions of Fitzroy Harbour, Arnprior, Rockland Québec: several regions.arcels. Ongoing (issue start date: 15/03/17 – updated 15/05/17)

Chile – Severe weather affected central and southern Chile, causing flooding, damage to buildings and roads as well as power outages. The regions of Biobío and Araucanía were most affected. Also in Santiago Metropolitan Region, many roads were blocked. Ongoing (issue start date: 16/06/17)

China – Heavy rain caused major flooding in parts of Guangdong Province. Flooding affected several districts of Guangzhou City, including Huadu, Zengcheng and Huangpu. Landslides were reported in mountainous areas outside the city. Numerous flights have been canceled from and to Guangzhou Baiyun International Airport (CAN) on 7 and 8 May; more than 1,000 flights were delayed. Ongoing (issue start date: 07/05/17)

China – China Post have informed us that owing to unprecedented volumes of parcels imported into Shanghai and Guangzhou, there are currently a number of issues with China Customs, resulting in large backlogs in their facilities. These problems are compounded by the high delivery volume within China, resulting in delays in mail delivery. Ongoing (issue start date: 14/07/16)

China – Adverse weather conditions again led to flight cancellations and delays in China during the weekend. The following airports were particularly affected: Ongoing (issue start date: 24/06/17)

Colombia – Severe flooding and mudslides have caused serious damage to the infrastructure in the city of Mocoa in southern Colombia. In total, 17 districts are affected. Land links to the city are interrupted. A state of emergency has been declared for the affected region. Expect delays for items sent to this region. Ongoing (issue start date: 01/04/17)

Costa Rica – According to the Federal Foreign Office, disruptions in air traffic around the capital San José are currently to be expected due to the two active volcanoes Póas and Turrialba. Ongoing (issue start date: 18/04/17)

Croatia – Several wildfires are currently raging along the Adriatic coast; in Croatia: Istria, Sibenik-Knin, and Split-Dalmatia counties. Delays in the affected areas are likely. Ongoing (issue start date: 17/07/17)

Dominican Republic – Heavy rainfall has flooded large parts of the Dominican Republic, causing damages to houses, bridges and roads. Delays in mail delivery services are expected. Ongoing (issue start date: 25/04/17)

Ecuador – Severe weather continues to impact Ecuador. Heavy rainfall in Chunchi in the central Andean region has prompted landslides, causing avalanches and damages to property. In the capital of Quito, a thunderstorm has caused flooding and damages to buildings. Delays to mail transit and delivery may be experienced. Ongoing (issue start date: 26/04/17)

Finland –  We have been informed that a number of short-term strikes took place at Helsinki Office of Exchange between April 26-27. Both inbound and outbound letter mail have been affected.
No further strikes are to be expected, and the processing of mail should be back to normal over the weekend. Ongoing (issue start date: 26/04/17)

France –  Several extensive wildfires are currently spreading in southeastern France. The situation is particularly critical in the department Var. Warnings have also been issued for the departments Vaucluse, Alpes-Maritimes and Haute-Corse (Corsica). The A51 highway between the towns of Manosque and Aix-en-Provence has been closed to all traffic. Ongoing (issue start date: 24/07/17)

Guatemala – Correos y Telegrafos Guatemala informs that due to staffing difficulties, it has accumulated a backlog of parcels. In order to clear this backlog, it is suspending the inward and outward transmission of international mail. The designated operators of other countries are therefore asked to hold back any mail destined for Guatemala until further notice. Ongoing (issue start date: 13/04/17)

Greece – Due to ongoing Customs procedural changes in Greece there may be some delays in the handling of inbound postal dispatches and delivery of items subject to customs clearance. Ongoing (issue start date: 07/07/17)

Greece – A powerful earthquake struck the southern coast of Turkey at Bodrum (Mugla Province) and the Greek island of Kos on early Friday morning, causing power outages and serious infrastructure damage. On the island of Kos, a tsunami wave triggered flooding in the island’s capital and disruptions of ferry services. Please be prepared for traffic disruptions as well as delays in mail processing and delivery in the affected areas. Ongoing (issue start date: 21/07/17)

Germany – We have been informed that one of Frankfurt Airport’s (FRA) runway was recently closed for maintenance works of maintenance works. whilst disruptions to flight operations and isolated cancellations were intended to be minimised, delays may have occurred. Ongoing (issue start date: 22/05/17)

Germany – Severe weather caused considerable disruption in rail, road and air traffic on 22 June, particularly in northern and eastern Germany. Major railway routes have been interrupted, and highway sections were closed. Flights at Berlin’s Tegel and Schoenefeld airports were either canceled or delayed.

UPDATE: Torrential rain caused severe flooding and roadblocks in several regions of Germany. Particularly affected were the south of Lower Saxony, Saxony-Anhalt (Harz) and the north of Thuringia. Lower Saxony and Thuringia are at risk of further flooding. Ongoing (issue start date: 22/06/17 – updated 28/07/2017)

Greece – A strong earthquake has struck the western coast of Turkey and Greeks islands in the Aegean Sea. The town of Plomari and the village of Vrisa (both Lesbos), where several buildings collapsed, have been worst hit. Numerous roads are impassable following landslides. . Ongoing (issue start date: 12/06/17)

Hong Kong – Typhoon “Merbok” has caused considerable flight disruptions in Southern China and Hong Kong. Hundreds of flights from and to Hong Kong, Guangzhou and Shenzhen were or had to be canceled. Train services have also been suspended. As a result, delivery delays are to be expected. Ongoing (issue start date: 12/06/17)

India – According to reports, an indefinite strike has been called by the All India Gramin Dak Sevaks Union (AIGDSU) and delays to mail and parcels may occur. Ongoing (issue start date: 25/04/17)

Iran – We have been informed of major flooding triggered by heavy rains in northwestern Iran. Six provinces were affected; the districts of Ajabshir and Azarshahr in East Azerbaijan province have been worst hit and delays to these regions should be expected. Resolved (issue start date: 14/04/17)

India – Heavy rains have caused significant flooding in the western states of Gujarat and Rajasthan. Rail and road transport has been affected; some national highways are closed due to flooding. Significant transportation disruptions should be anticipated in the affected regions. Ongoing (issue start date: 25/07/17)

Indonesia – Heavy rainfall has prompted landslides and flooding in Bali province and East Lombok regency (West Nusa Tenggara province), causing damage to properties and infrastructure, including roads and bridges. The airports Denpasar (DPS) and Lombok (LOP) are operating normally. Heavy rainfall is expected to continue. Delays in mail delivery services are expected. Ongoing (issue start date: 09/02/17)

Indonesia – According to official information, there are currently increased volcanic activities and earthquakes across Indonesia. Lombok is currently experiencing flight cancellations and delays due to the volcanic ash of Mount Rinjani. Some flight services between Australia and Bali have also been cancelled. Ongoing (issue start date: 27/03/17)

Israel – The General Federation of Labor in Israel (Histadrut) has announced a general public sector strike. Ongoing (issue start date: 25/04/17)

Italy – Strike action continues – please see below for latest update

UPDATE: Following the last update of further industrial action throughout June, more transportation strike action has been announced which is as follows:  Ongoing (issue start date: 20/03/17 – updated 10/07/17)

  • 9-10th July – Techno Sky air traffic controllers in Milan Linate, Milan Malpensa and Monte Settepani will stage a 24-hour strike.
  • 12th July – air traffic controllers’ strike, which was announced for May 28, was postponed to July 12th and will take place from 13 p.m. – 17 p.m.

Japan – Japan is strengthening their customs inspection of inbound mail as part of counter-terrorism measures. Therefore, Japan Post has requested all items containing goods are accompanied by the required documents. Please attach a customs declaration form to postal items containing goods, and provide accurate information on the contents for customs declaration. Failure to comply with this request could lead to delays or the return of mail items sent to Japan. Ongoing (issue start date: 29/03/16)

Japan – A powerful earthquake hit northeastern Japan triggering a series of tidal waves and a small tsunami along the coast which also hit the Fukushima region. Delays in mail delivery services are expected. Ongoing (issue start date: 22/11/16)

Kazakhstan – Flooding has been reported in the following regions of Kazakhstan over the last few days: Akmola, Aktobe, East Kazakhstan, Zhambyl, Karaganda, Kostanay, North Kazakhstan. Emergency situations have been declared in Aktobe as well as in the districts of Gabit Musirepov (North Kazakhstan) and Beskaragay (East Kazakhstan). Ongoing (issue start date: 16/04/17)

Libya – All mail services to Libya are currently suspended. Ongoing (issue start date: 16/07/14)

Montenegro – Several wildfires are currently raging along the Adriatic coast. In Montenegro; Herceg Novi and Podgorica municipalities. Delays in the affected areas are likely. Ongoing (issue start date: 17/07/17)

New Zealand – Following sustained heavy rainfall in parts of the North Island, parts of Auckland experienced flash-flooding during a severe storm, causing power outages and traffic disruptions due to road closures. Also, State Highway 1 near Kaikoura (South Island) remains blocked by floodwater. Ongoing (issue start date: 21/07/17)

UPDATE: Winter weather continues to have am impact on mail delivery with road closures in parts of the South Island. As a result, courier pick ups from Fairlie, Cave and Lake Tekapo as well as delivery or pick up to Mount Cook are currently not possible. Ongoing (issue start date: 21/07/17 – updated 28/07/2017)

Pakistan – Gwadar International Airport (GWD, Balochistan province) will be closed for runway expansion work for the entirety of July. All flights to and from the airport will be suspended during the period. Ongoing (issue start date: 01/07/17)

Philippines – A severe earthquake and several aftershocks hit the province of Surigao del Norte in the south of the Philippines on February 10 and 11. According to authorities, serious material and infrastructure damage and power outages occurred. The provincial airport was closed and mail to this area may be delayed. Ongoing (issue start date: 10/02/17)

Philippines – There may be delays in the processing of all mail to and from Marawi City. This is due to an ongoing armed conflict in Marawi City, Lanao del Sur. Ongoing (issue start date: 07/07/17)

Philippines – Due to maintenance work on a runway, Mactan Cebu International Airport (CEB) reports disruptions in national and international air traffic. Ongoing (issue start date: 21/07/17)

Portugal – Private security staff at all airports across Portugal, including those in Azores and Madeira, plan to go on a 48-hour strike from the 24th June. Ongoing (issue start date: 24/06/17)

Saudi Arabia – It has been advised that, with immediate effect, Saudi Arabian Customs has introduced some changes for all Non-Document shipments sent to Saudi Arabia. All B2C shipments that contain materials other than documents/printed matter will require the Consignee’s ID number. Where this is not provided, the parcel may be delayed in clearing customs until the ID number is obtained from the consignee. All B2B shipments of non-document materials will require a Commercial Registration Form from the consignee. This will be requested from the consignee when arriving in the country and upon receipt of the form, the parcel can be cleared through customs. Ongoing (issue start date: 15/04/16)

Somalia – All mail services to Somalia are currently suspended. Ongoing (issue start date: 30/11/91)

Sri Lanka – The postal trade unions in Sri Lanka are currently carrying out a 48-hour strike which commenced at 12 a.m. on June 12. According to the Joint Postal Trade Union Front (JPTUF), all government post offices across the country would be closed  and delivery, acceptance and handling of mail would come to a standstill.

Suriname – There have been delays in the processing and delivery of all postal items since 4th April. This is due to a labour dispute. Ongoing (issue start date: 04/04/17)

Taiwan – Super Typhoon Meranti has caused a landslide South Eastern China and Taiwan. As result of this all mail operations will be affected in South East China and Taiwan for the foreseeable future. Ongoing (issue start date: 14/09/16)

Turkey – Heavy rainfall has caused floods in Istanbul, inundating roads, underpasses, buildings, and subway lines and causing havoc in the city. The district of Silivri was one of the worst-hit areas. Other affected provinces include Bursa, Yalova, Duzce, Zonguldak, Bartin, Kocaeli and Sakarya. Ukraine – Delivery of mail for the Crimea and Sevastopol (postal codes 95000 – 99999) regions remains suspended. Ongoing (issue start date: 18/03/14)

USA – We received confirmation from the USPS on 21st November that since the start of October, mail/parcels entering the US through Chicago has been subject to specific checks from US Customs and Border Protection. This is leading to delays for some items whilst they are checked by the relevant agencies and this process could lead to delays upto 7 days. Whilst most mail enters the US through New York JFK, some items may be affected. Ongoing (issue start date: 01/10/16)

USA – We have been informed that the USPS JFK mail processing facility in New York has been experiencing significant volume increases over the last month or two. As such, some delays may have been experienced in the processing and onward dispatch of mail entering the US via New York. As this is the main entry point for mail sent to the US, this has the potential to affect most USA bound mail items. With Thanksgiving, Black Friday and Christmas approaching, mail volumes are likely to increase further. Therefore, please allow for the possibility of delays until further notice. Ongoing (issue start date: 01/10/16)

USA – Until the end of this year, extensive construction and renovation work will be conducted at Boston Logan International Airport (BOS). From May 15, the main runway will be completely closed for about 40 days; also thereafter, it can only be used to a limited extent. Flight delays might be possible during this period. Ongoing (issue start date: 15/05/17)

USA – Adverse weather conditions prompted flight cancellations and delays at Chicago O’Hare International (ORD) and Newark (EWR) airports. Ongoing (issue start date: 21/07/17)

Uzbekistan – Samarkand International Airport (SKD) will be closed for runway reconstruction from the 1st to 31st July. Uzbekistan Airways will be operating no flights to the airport during this period. Ongoing (issue start date: 01/07/17)

Vanuatu – Vanuatu Post has advised that Cyclone Donna, a category 5 storm, is affecting the whole country, with airlines suspending all flights. The receipt and dispatch of all postal and courier items have been suspended. Ongoing (issue start date: 19/04/17)

Venezuela – Due to demonstrations and protests in several regions of Venezuela, there are currently significant transport disruptions across the country and delays should be expected. Further nationwide marches are scheduled for 22nd April and a national blockade of roads is planned for 24th April. Resolved (issue start date: 19/04/17)

Venezuela – A 24-hour general strike has been called for July 20th, which is expected to bring much of Venezuela’s economy to a standstill, including mail and parcel delivery. Delays may be experienced.

Vietnam – Tropical Storm Talas has caused considerable devastations in China and Vietnam. In Vietnam, the storm made landfall in Nghe An province, causing severe flooding as well as significant disruption to flight, ferry and road traffic in central and northern Vietnam, including the capital Hanoi. standstill.  Ongoing (issue start date: 17/07/17)

Yemen – All mail services to Yemen have now been suspended. Ongoing (issue start date: 27/03/15)

Zimbabwe – The It has been reported by Zimbabwe Posts (Pvt) Ltd that, owning to renovations in postal buildings, the Post’s IT systems have not been fully operational since 12 January 2017. Ongoing (issue start date: 12/01/17)
