International Service Updates

General European Road Services – Strike and work-to-rule action by French customs workers has been affecting truck traffic through the Eurotunnel/Calais and area as well as Dunkirk. Delays to mail and courier transported on these routes should be expected. Ongoing (issue start date: 05/12/18 – updated 29/03/19)

Afghanistan – Afghan Post has informed us that a terrorist attack hit the Afghan Post headquarters on Saturday, 13th April 2019. As this facility processes all inbound mail coming into the country, delays are expected until their operations are fully up and running again. Ongoing (issue start date: 13/04/19)

Argentina – Due to a national strike in Argentina there will be no services in the country from 1st to 3rd May. Items are therefore expected delay to be delayed by approx. 1 – 3 days. Ongoing (issue start date: 01/05/19)

Australia – Flooding affects ground transportation: flooding caused by Tropical Cyclone Trevor has affected ground transportation across Cape York Peninsula in Queensland. Strong winds have resulted in power outages and fallen trees in the affected area. Cyclone Trevor has strengthened to a Category 3 and is currently moving west/southwest. Ongoing (issue start date: 19/03/19)

Austria – We have been informed that local weather bulletins are recording orange weather warnings in most parts of Austria with 80-100cm of snow and 80kpm wind over the next few days. Expected delays to mail processing/delivery are 2-3 days. Ongoing (issue start date: 08/01/19)

Bangladesh – Bangladesh Customs have witnessed an increase in the number of wrongly declared shipments. This has led the Bangladesh Customs to scrutinise each and every shipment, which is causing delays in the release of all shipments including mail. Ongoing (issue start date: 03/01/17)

Belgium – Air traffic controllers go on strike: On May 16th, media sources report that the Skeyes air traffic controllers are holding a strike today from 9:30 am – 1:00 pm local time across Belgium. Several flights have been cancelled at major Belgium airports, with most cancellations being reported at Charleroi, Zaventem, and Brussels. Further disruptions and delays are likely throughout the day. Ongoing (issue start date: 25/03/19 – updated 16/05/19)

Bolivia – Mail Services via LPB Airport have been put on hold until further notice. Ongoing (issue start date: 08/10/18 – updated 07/01/19)

Brazil – Brazilian Customs have gone on a partial strike. This means that clearance will only be made on Mondays and Fridays until the strike is ended. Please also note that the following with regards to delays in postal customs clearance. Ongoing (issue start date: 07/11/17 – updated 14/08/18)

  • Currently receiving 300,000 parcels per day
  • Upon arrival in Brazil all mail is sent to Curitiba for inspection and duty and tax assessment
  • Once duties and taxes are paid items can take 10 to 40 business days to deliver
  • 30% of items are abandoned for non-payment of duties

Brazil – Truck drivers threaten to strike: Media sources indicated that truck drivers represented by the National Confederation of Independent Carriers (CNTA) have threatened to go on a nationwide strike on May 13th from 00:01 local time. The strike is likely to significantly affect ground transportation as truckers attempt to block major roads throughout the country. Ongoing (issue start date: 13/05/19)

Brazil – Severe flooding affects road traffic: extensive flooding following heavy rainfall since April 8 has affected road traffic in the wider city area of Rio de Janeiro, Brazil. Landslides and floods have resulted in road closures and infrastructural damages. Rescue operations are underway. Ongoing (issue start date: 08/04/19)

Canada – Severe snow and sub-zero temperatures have resulted in flight delays and cancellations. Mail arriving into Canada will experience delays until conditions improve.

UPDATE: Severe snow and cold temperatures continue to affect Ontario and Quebec regions with flight delays and cancellations in & out of Toronto & Montreal. Icy Road conditions are affecting road services to various regions out of Toronto. Mail deliveries were suspended on Wednesday 6th February in the Greater Toronto Area and Southern Ontario due to the severe weather conditions. Mail services into the above regions will continue to experience delays until conditions improve.

Chile – CorreosChile have informed of generic capacity concerns at customs due to increasing international volumes. Items can be queued up to 20 working days before being processed by Chilean customs. Ongoing (issue start date: 18/05/18)

China – China Post have informed us that owing to unprecedented volumes of parcels imported into Shanghai and Guangzhou, there are currently a number of issues with China Customs, resulting in large backlogs in their facilities. These problems are compounded by the high delivery volume within China, resulting in delays in mail delivery. Ongoing (issue start date: 14/07/16)

China – Adverse weather has caused flight cancellations, flooding and lanslides within the country since 26th May. Flooding and lanslides are is currently affecting road traffic across Guangdong and Guangxi Provinces. The most affected cities are Shenzhen, Zhuhai and Zhongshan. The flooding is likely to continue as heavy rainfall is forecast for the coming days.. Ongoing (issue start date: 25/05/19)

Colombia – Adverse weather affects road traffic: heavy rainfall has caused widespread flooding and landslides across Northern and Western Colombia. Several highways remain blocked. Affected areas include Antioquia, Bolivar, Valle del Cauca, Risaralda, and Santander. Further disruptions should be expected nationwide as forecasts project additional rainfall over the coming days across much of the country. Ongoing (issue start date: 28/05/19)

Ecuador – UIO /Mariscal Sucre International Airport Ecuador is currently embargoed due to high baggage/cargo loads. Ongoing (issue start date: 07/01/19)

Eritrea – We have been informed that due to the domestic situation in the country, all mail services to this destination remain suspended. Ongoing (issue start date: 08/10/18)

India – Flooding affects road traffic: heavy rain led to the rise of water levels on the Manu, Juri, and Kakati Rivers, causing flooding across Tripura State in India. Further traffic disruptions should be expected as rainfall is forecast to resume on May 31th and continue through at least June 2nd. Ongoing (issue start date: 26/05/19)

Iraq – Due to political developments in northern Iraq the government has issued an embargo on flights into the region. It is expected that no deliveries will be possible until the situation is resolved. Ongoing (issue start date: 02/11/17)

Israel – The designated operator of Israel, Israel Postal Company, asks us to inform that due to the security situation there have been interruptions and delays in the distribution and collection of mail (letter post, parcels and EMS) in the south of Israel since Saturday, 4th May 2019. Ongoing (issue start date: 04/05/19)

Italy – Cagliari Airport will be closed from 9:50 pm to 06:00 am from Sunday May 19th to Saturday May 25th for urgent works. Poste Italiane has tried to find an alternative solution with airport authorities but the request was not accepted. Priority items addressed to the whole Sardinia Region (zip code from 07010 to 09199) are usually daily transported by air at night. During the above-mentioned period there will be an estimated delay of 24 hrs in collection and delivery in the whole Sardinia region. Resolved (issue start date: 19/05/19)

Italy – Postal employees are holding a demonstration on June 3rd in Rome. The delivery of letters and parcels is likely to be interrupted on that day. Ongoing (issue start date: 03/06/19)

Japan – Adverse weather and pilot shortages are affecting airport operations within the country since June 4th. No further information as to when the situation will improve has been provided. Ongoing (issue start date: 04/06/19)

Japan – Japan is strengthening their customs inspection of inbound mail as part of counter-terrorism measures. Therefore, Japan Post is reminding mail senders that all items containing goods are accompanied by the required documents and must not contain any hazardous or prohibited goods. Please attach a customs declaration form and any relevant documentation to postal items containing goods, and provide accurate information on the contents for customs declaration. – this must be completed in Japanese, English or French only. Failure to comply with these rules could lead to delays or the destruction/return of mail items sent to Japan. Ongoing (issue start date: 29/03/16)

Lebanon – The designated operator of Lebanon, LibanPost, informs that the workers responsible for mail clearance have been on strike since Friday, 17th May 2019. As a result of this strike, and until further notice, there will be no clearance of inbound and outbound flows, resulting in delays in mail, parcel and EMS processing. Ongoing (issue start date: 17/05/19)

Libya – All mail services to Libya are currently suspended. Ongoing (issue start date: 16/07/14)

Mozqambique – Tropical Cyclone Kenneth causes disruption: Tropical Cyclone Kenneth has made landfall in northern Mozambique on April 25, causing widespread damage and disruption. Sporadic power outages as well as flooding have been reported, leaving a number of roads inundated. The Cyclone is expected to bring heavy rains in the area for several days. Ongoing (issue start date: 25/04/19)

Netherlands – Multiple unions call for nationwide strike: the CNV, FNV and VCP trade unions have called for a nationwide strike across the Netherlands on May 29th. Transportation, police and aviation services are expected to be disrupted, but the scale of the impact is still unknown. Ongoing (issue start date: 29/05/19)

Romania – Due to potential strike action by ground handling staff at Bucharest Airport on 26th-29th April, mail & parcel handling is likely affected, which will result in subsequent delays to mail services. Ongoing (issue start date: 26/04/19)

Poland – Local media has reported employees of the postal operator Poczta Polska, together with the trade union Solidarnosc, are potentially going to hold protests in May 2019. Details as to when and how the these protests could affect postal services will be announced after negotiations have taken place. Ongoing (issue start date: 01/05/19)

Saudi Arabia – Saudi Post wishes to inform that effective 1st January 2018, a value-added tax (VAT) of 5% will be applied to the total value of each individual item/waybill entering the Kingdom of Saudi Arabia, to be paid by the consignee. This includes, without exception, all commodities being sent to Saudi Arabia, regardless of their purpose. It is therefore essential that each shipment provide clear and precise commodity details, including the name of the product/commodity and the total value under each item/waybill (preferably in USD). Ongoing (issue start date: 01/01/18)

Saudi Arabia – It has been advised that, with immediate effect, Saudi Arabian Customs has introduced some changes for all Non-Document shipments sent to Saudi Arabia. All B2C shipments that contain materials other than documents/printed matter will require the Consignee’s ID number. Where this is not provided, the parcel may be delayed in clearing customs until the ID number is obtained from the consignee. All B2B shipments of non-document materials will require a Commercial Registration Form from the consignee. This will be requested from the consignee when arriving in the country and upon receipt of the form, the parcel can be cleared through customs. Ongoing (issue start date: 15/04/16)

Serbia – Strike affects postal services: we have been informed that employees of Post of Serbia have been on strike since March 22nd at the main postal centers in Beograd, Novi Sad and Nis, among other locations. The strike has reportedly caused shipment delays. Ongoing (issue start date: 22/03/19)

Somalia – All mail services to Somalia are currently suspended. Ongoing (issue start date: 30/11/91)

South Africa – We have been advised that shipments requiring formal Customs Clearance into South Africa could face delays. This is due to an industrial action over wage negotiations that started on 28th March. This action is also likely to result in backlogs of shipments and processing once normal work resumes. At the moment we have no news on the duration of this action but will keep you informed. Ongoing (issue start date: 28/03/19)

South Africa – With immediate effect that additional customs inspections have been implemented on all shipments to South Africa. Therefore, any shipments that are subject to inspection may experience further delays. Ongoing (issue start date: 05/10/17)

Syria – We have been informed that due to the domestic situation in the country, all mail services to this destination remain suspended. Ongoing (issue start date: 08/10/18)

Tanzania – All mail/cargo going to DAR is embargoed until further notice. Ongoing (issue start date: 30/04/18)

Turkey – The main airport in Istanbul is currently transitioning to a new facility. Due to this, delays in mail processing are likely to occur. Updates will be provided as soon as they become available. Ongoing (issue start date: 04/04/19)

Ukraine – Delivery of mail for the Crimea and Sevastopol (postal codes 95000 – 99999) regions remains suspended. Ongoing (issue start date: 18/03/14)

Ukraine – The postal operator of Ukraine, the State Enterprise of Special Post, asks us to inform that it is currently dealing with a backlog of mail. This follows the recent embargo on cargo and mail imports at Boryspil International Airport (KBP) and the significant increase in volumes of incoming international mail following the lifting of that embargo. Delays are likely to be experienced. Ongoing (issue start date: 14/01/19)

Uruguay – Uruguayan Post asks us to inform other Union member countries and their designated operators that they are experiencing delays in their services due to union strike. Additional information will be provided when it becomes available. Ongoing (issue start date: 11/02/19)

Yemen – All mail services to Yemen have now been suspended. Ongoing (issue start date: 27/03/15)
